You'd have to call or go in person to negotiate such a deal. Little Caesars recently did a promotion for 3.99 per pizza and that was for the public. Bet they'd do that for a school or nonprofit. There's another full menu restaurant where I live that will provide a full dinner (lasagna or spaghetti, bread and salad) for $3 per person just for fundraisers. Letting the restaurant know that you will recognize them in some way may help convince them. They aren’t going to advertise prices like that for sure!
